Municipal Services Benefit Unit Program

A Municipal Services Benefit Unit (MSBU) is a non-ad valorem assessment district created to fund a one-time and/or ongoing essential service, such as solid waste collection, street lighting, lake management, or construction improvement projects. The MSBU Program provides financial and administrative management for all MSBUs.

The MSBU Program is not a grant program. Non-ad valorem assessment funded services are available to established communities within unincorporated areas of Seminole County. New developments are ineligible.

MSBU Program administers the non-ad valorem assessments used for various public services within the unincorporated boundaries of Seminole County. All properties within the assessment boundary will be assigned an assessment and will be required to share equitably in repaying the cost of the improvements. Assessment funded services are available to established communities within unincorporated areas of Seminole County. New developments are ineligible.

A non-ad valorem assessment (NAVA) is a charge (assessment) for essential public services that are not funded by property taxes. It is a funding alternative that provides for essential public services on a localized cost-benefit basis. This is not a grant program. Services are funded via the annual property tax bill.

A Municipal Services Benefit Unit (MSBU) is an assessment district created to fund a one-time and/or ongoing essential service, such as residential solid waste collection, street lighting, lake management, or construction improvement projects.

The MSBU Program provides financial and administrative management for all MSBUs, from initial inquiry from residents and communities to the consideration of the request by the Board of County Commissioners (BCC), to assistance with active MSBUs.
